My current card is a couple years old and is an Nvidia 580GTX. My processor is an Intel i7 930 overclocked to a 950. I have aftermarket heatsink for the CPU but don't run it too hot. I also never run SLI because of the minimal gain for the cost. It is diminishing returns.
I am in the process of upgrading my storage system and am considering a NAS. I currently run a terabyte RAID 1 setup with a spare 500gb drive as a backup. I am thinking about solid state for my OS. We'll see. This rig has been going strong for a few years. I think it competes with the new PS4 specs so we shall see. If anything, I may get a new GPU this coming year.

For instance, my 24" LCD monitor is 1920x2000 native and I run my games at that resolution. My PC hardware may need to be beefier than yours if you plan on running on a 1920x1080 or 720p monitor. Resolution, texture settings, aliasing and other post processing settings all impact performance.
I can run Tomb Raider on my PC maxed save for the occlusion setting for Laura's hair. If I ran at a smaller resolution, I may be able to enable it.
We also don't know what acceptable framerates are for this game. It isn't an FPS so 60+ framses/sec may not matter, either.

@Fredvdp Yes, it is much more well programed. BF4 has a in game system to do downsampling. If 1080p is 100%, you can put it put it to 200% (2160p or as ppl know it, 4k resolution) I tried at 150% and got 26~36FPS. Right now im playing at 125% and getting 45+fps.
@ PSUHammer Tomb Raider i also played at locked 60FPS. TressFx made it drop to as low as 40fps but only on close ups, but again, i have a nvidea card...

This is all very true. I was able to try out BF4 tonight, and I run everything at high except things like anti-aliasing turned down at 1080, and I get 30-40 fps. If I turn the resoultion down, I start getting way better fps. It's all about optimising and balancing the settings.
I'm just super happy to know I'll be able to run DA:I really well. I was worried my hardware was starting to age, but no, it's sticking in there.

I only intend to play at 1366x768. Will I be able to do so? (P.S. I know nothing about the hierarchy of video cards. And I also think my processor's more than enough for the minimum requirements.)

Indeed. I doubt that anyone having a 64-bit OS and at least 4GB ram will have a problem, due to their CPU. How any game runs should be mostly about the graphics card. Most desktop CPUs of many years back should be enough. If it isn't, one need to ask one's system some hard questions about what it's up to, besides running the game.

Really? That's awesome!
Any suggestions on what graphics cards would be the best match for my CPU? When I was attempting to research this stuff, I kept seeing something about 'bottlenecking'.

uhm, am like merill when it comes to computers... i need a ball of twine to find my fricken keyboard. T^T sad thing is i could have the holy grail for computers and wouldn't even know it. on the plus side thanks for giving me an answer i just wanted to make sure my computer would serve me well for a while...

It's not what would be best match for your CPU, it's about what will fit in your current computer. The HD3650 was a card that used only the PCIe x16 slot itself for power. My guess is that you have a 'brand'-name retail desktop PC? In that case, you might be severely restricted for power. Your best bet then would be another, but more modern card which also only uses the PCIe for power. The most powerful such is, I belive, the Radeon HD6670. You can get this in various configs. Get DDR5 memory. Don't get an overclocked version, stick with stock clock which I believe is 800MHz. A nVidia alternative is the Geforce GT 640.
Unfortunately, you may also have a low-profile PC? In that case things are even more problematic. You see, the PCIe x16 standard states that it should provide a full-height graphics card with 75W, but for half-height (low-profile) only needs to provide 25W.
There actually is a low-profile HD6670 card on market. But I believe it's for self builders who want to make a low-profile box, but still intends to fit an industry standard mainboard.
And that's also the basic problem with retail PCs (and why you should build yourself or turn to shops that do custom builds), even though industry standard is that it should provide 75W, we have no guarantees. That's also why a such graphics card comes with a "XXX W PSU recommended" note.
Anyway, first step is to find out more about your PC, to get a clearer picture of the options.
There's also the question of your OS. A 32-bit OS will not allow the game more RAM than about 1.7 GB before crashing. And latest and future games may quite often need more.
A HD6670 will be a very robust horse-kick for your PC, though. A considerable upgrade. Though, it's still only about par with the old, classic GF 8800GT cards. So if power and cooling could be found for a bigger card, it'd be worthwhile.

uhm... okay... what does 750-watt PS even mean? guys if i wanted to show off i would just show off... i actually reviewed the place i wanted to get that computer from many times because i wasn't sure these were good specs. and since no one likes to play that dumb for a compliment lets not paint me in bad color of " he's showin off" i seriously thought my system might struggle. T^T ugh... forget it.
