 Both dlc's are enabled and authorized, how can I tell I have access to them?

What's the quest trigger for Stone Prisoner? If there is one

Regarding Return to Ostagar, how do I find Bann Lorans lands? I'm about to leave Lothering 

So far Wardens Keep is the only one working and other miscelleneos dlc's (Blood dragon armor and other free stuff)
