I have completed playing the game 2 times. Right before I start the final battle my Military Readiness has been at 50% both times. I noticed, in both games, there are 4 areas (red circles with reapers on them) on my galaxy map that are locked out. Two are just above Ninmah Cluster in the Attican Travere, One is below Sigurd's Cradel and one is in between Shrike Abyssel and Ismar Frontier in the Terminus System. Are these four supposed to be locked out or did I not make the correct decision during game play and just not unlock them?

By final battle, are you referring to the Assault on Cerberus HQ, or the battle for Earth?
Pre-Cerberus HQ, you should be able to travel to any cluster with a circle.
Post-Cerberus HQ/Pre-Earth, you can only travel to Earth (to start the final battle) and muck around the cluster you were just in (with Chronos Station/Noveria; I forget the name of the cluster).

There are a few points where a Reaper symbols shows but no circle appears. I think these were clusters that might has been included at one point but did not make it into the final game for one reason or another.

Yeah, those are the ones that I am referring to. Clusters where a Reaper symbol appears but no red circle. On one or two the red circle is faint and never becomes bold red like the rest. So I guess you can not visit all clusters on the galaxy map. This is true... correct?
