Would a demon possess a ruler instead of a mage if it meant gaining political power and a army to command?

In places where the Veil is thin, demons will slip through the cracks and grab whatever body they can - dead bodies, trees, etc. This is because it's difficult to survive without a host and they have trouble discerning some hosts from others.

But in most places where the Veil is strong, they just can't cross over without a mage.

Yes and no. Demons absolutely have preferences. They just can't necessarily act on them.

You have to remember a demons point of view too. In the fade, everything there exists only because a spirit/demon willed it into existence. They create everything simply through thought. Mages are the only ones capable of something similar in the mundane world.

Imagine magic as an acceptable replacement for their own powers in the fade. Can they possess the mundane. Absolutely, we see it all the time in the games. Corpses, trees, animals. However, its basically possessing a prison. Trapped in a body without the power to do anything that comes naturally to them.

Look at the cat in Shales village. How many decades was she trapped in there simply because she had no ability to move the puzzle pieces herself. Possessing a mage, means possessing a body with abilities they comprehend how to use.

So even a powerful political ruler is probably a poor choice to possess if given the option.

No, because a demon doesn't care for it, they even stated a few times in back in Origins. They want to see what the mortal world is like.

Among with many other fictional villains, DA's demons are genre-stupid. Don't expect anything logical.

Isn't this what happened to the Baroness in the Blackmarsh?  A Pride Demon possessed a ruler?  Honestly, Pride demons (and maybe Desire demons that are interested in the mortal desire for power) would be the only ones who would be interested in something as abstract as political power.

As for Tevinter, I would imagine that they of all people are aware of the dangers of the Fade.  They probably know better than anyone the tricks that demons use to possess someone.  A Tevinter magus would have to be either foolhardy or weak-willed to end up possessed by a demon, and such a magus is unlikely to be very high up in the Imperium's government.

Again, these are still mages. Powerful, political mages, but mages none the less.

Aren't we also lumping all demons into one category?

High end demons like pride and lust might be able to differentiate but others like rage and sloth might not give two figs.

The demons who've been around for ages have probably come to the conclusion that politics is a compete waste of time and attention. They'd rather just slog through a harrowing or convince gullible elves to build mirrors n' things.

According to World of Thedas, Demons prefer mages because in the fade a demon can shape the world with its mind. The only things in Thedas that can affect or shape the world with their mind are mages. So thereby Mages make it easier for a Demon to be able to interact with the world as they would in the Fade.
