I was wondering if there were any PC mods that allow someone to start the game at level 1 while keeping all their prior choices.  I feel the games misses something when starting from level 30, and I dont like using the default choices because you miss so much content. 

Also is there a way to upgrade weapons to level 10 on the first playthrough?

You can probably do it with the Gibbed save editor
