Hi, I'm creating a real animate dead spell (where you target dead bodies and reanimate them into undead) but is it possible to have the spell target both friendly targets and hostile? from what I seeing it looks like there is no such option in spells.2da and thats a little weird..

No, but you can make the spell have two versions that you choose from when casting, like protection from good/evil, and change the targeting details on those spells. That's all done from the spells 2da as well, with the "subradialspell" columns. You can check that Protection from Alignment spell for details, it's on row 321.

You could also make it an AoE spell that targets the ground, and raises the closest corpse to the target location.

you can make the condition of the spell's functioning be based on a function that goes something like GetIsDead()

im not sure if factions apply to corpses

have you tried it? or tested it rather? at all?

GetIsDead() can be a little wonky if the target hasn't been tagged by the spell. If the module it's being played in has corpses and not just remains it may work better. If you'd prefer, you can do a spell that "ticks" every round and if they're dead, they raise.
