I got the quest "A Sign of Safe Passage" but the problem is i'm a mage
and i'm required to use a bow to shoot the signal..the problem is I
can't find a bow with low enough stats, what do I do?

I'm not sure what the lowest requirement bow is, but if in early game you sold crappy gear to a merchant (not in Lothering) you could possibly try to find that merchant and re-buy it. If not just keep playing until you find one and then go back to the forest and complete the quest.

Tried it, seems over time they "Upgrade" naturaly. so if I sold a crappy bow eventually it'll be a higher tier crappy bow

I had to equip a bunch of dex boosting items on my Mage so he could use a bow.
