His voice actor probably isn't very expensive as he only voiced generic NPCs and a couple of warden voices. The cut content lends some insight into what the devs had planned for him, whether cut or bugged, it was considered.(If it's fully VA and scripted then it wasn't cut until way late.) He clearly becomes a capable mage/blood mage later on when you meet him again. I'd say he had the biggest role in the game out of all of the characters in the other origins, he's part of only a handful of blood mages, most of which are typical evil baldies who just want vengeance or power.
tl;dr, sure, why not, he's got a generic voice and was present enough in the game to warrant a cameo appearance. Bioware always impresses me when it comes to including content that only a minority will appreciate, mostly in the form of cameos. As for his girlfriend, nah, her existence is beyond insignificant, that would be like including that girl that Leski sold the lyruim to.

I dunno, a lot of people clearly did like him despite his initial whininess, and anyway, DA:I is taking place a good ten years after Origins; there's been plenty of time for Jowan to develop into a different person.

Minor point here, but I think that "Hedge Mage" technically refers to mages that were never part of the Chantry Circles and who's training originates elsewhere. If nothing bad happened to him out there, he'd just be an Apostate.

Yeah hes such a big bad blood magic that needed to be made tranquil. Comes to show you that the Chantry is full of ****, and that blood mages can be good people.
So do the Templars in Lothering. Jowan betrayed me and Lily. He deserved what he got. He said it himself.
I'm hoping for Cullen as a party member, though.
I've always believed Jowan's friendship with my mages was a one way street.

She caused an uproar and did it willingly, as it was confirmed by the Knight-Commander when he examined Lily for blood magic related control spells that she might be under.
Jowan had no choice but to work for Loghain when he poisoned Arl Eamon. He was being perused by one Templar, and was surrounded by Loghain's men.
Arlessa Isolde illegally hired an inexperienced Mage to tutor her son in secret. She was harbouring an apostate. Isolde takes the blame for what happen to her son. Had she taken him to the Circle to get proper training to control his magic none of this would've happen.
