 I see no reason for him not to return, the excuses that people have are utterly pointless to me. "He was a bad man, he endangered some forgettable character that nobody cares about etc" Sten brutally murdered a family because he was mad that he lost his sword. Oghren murdered somebody because he's a drunken idiot. Zevran was a failure of an assassin who tried to kill you. Being a good person shouldn't factor into whether or not a character should reappear. As for weak characters, Cullen is just about the weakest character you can encounter, and he's in two games, so why the hell not.
His voice actor probably isn't very expensive as he only voiced generic NPCs and a couple of warden voices. The cut content lends some insight into what the devs had planned for him, whether cut or bugged, it was considered.(If it's fully VA and scripted then it wasn't cut until way late.) He clearly becomes a capable mage/blood mage later on when you meet him again. I'd say he had the biggest role in the game out of all of the characters in the other origins, he's part of only a handful of blood mages, most of which are typical evil baldies who just want vengeance or power.
tl;dr, sure, why not, he's got a generic voice and was present enough in the game to warrant a cameo appearance. Bioware always impresses me when it comes to including content that only a minority will appreciate, mostly in the form of cameos. As for his girlfriend, nah, her existence is beyond insignificant, that would be like including that girl that Leski sold the lyruim to.

Jowan shouldn't return because he was an idiot and he was whiny (i.e., not very likeable). The spot he takes up could be filled by a character who's more likeable and doesn't hold on to an idiot ball so firmly that it's become a part of his body.

I dunno, a lot of people clearly did like him despite his initial whininess, and anyway, DA:I is taking place a good ten years after Origins; there's been plenty of time for Jowan to develop into a different person.

I think his story is pretty much over, though it would've been nice to have an epilogue slide about it.

If he does return I think I'd want him to show up as a tranquil in fereldan circle selling wares

Minor point here, but I think that "Hedge Mage" technically refers to mages that were never part of the Chantry Circles and who's training originates elsewhere. If nothing bad happened to him out there, he'd just be an Apostate.

Yeah hes such a big bad blood magic that needed to be made tranquil. Comes to show you that the Chantry is full of ****, and that blood mages can be good people.


 So do the Templars in Lothering. Jowan betrayed me and Lily. He deserved what he got. He said it himself.

I'm hoping for Cullen as a party member, though.


 I've always believed Jowan's friendship with my mages was a one way street.

Lets truly examine the situation before we blame everything on Jowan. Lily is an initiate for the Chantry. She was NOT suppose to get emotionally involved with the mages of the Circle. It's against Chantries laws to do such a thing. She should of known better than to get too close to Jowan. He is there because he is a mage. Mages aren't suppose to be trusted and are considered dangerous by Chantry standards, and needs consent vigilant observation to avoid any corruption. I'm sure that this was basic knowledge by the Chantry as it was in templars 101 training.

Lily did not act professionally when she started having an illicit relationship with Jowan. She purposely started a panic among the prisoners when she revealed classified information about the scheduled of the Rite of Tranquility that Jowan was going to be forced to undergo due to him being a blood mage. She caused an uproar and did it willingly, as it was confirmed by the Knight-Commander when he examined Lily for blood magic related control spells that she might be under.

Jowan had no choice but to work for Loghain when he poisoned Arl Eamon. He was being perused by one Templar, and was surrounded by Loghain's men.

Arlessa Isolde illegally hired an inexperienced Mage to tutor her son in secret. She was harbouring an apostate. Isolde takes the blame for what happen to her son. Had she taken him to the Circle to get proper training to control his magic none of this would've happen.

I'd like to see him have a chance to redeem himself. He's kind of a loose end and he's a character that one might expect to get mixed up in the mage/templar conflict--probably by accident, lol. He's not the brightest torch in the sconce. ;)

I'd like to see Jowan return, but only if he was made tranquil after the Redcliff episode is done. He burned all bridges during DA:O as far as I'm concerned.

Jowan was an idiot that dug himself deeper with every speech he made, and regardless of his noble intentions only succeeded in making everything worse for all parties, while bemoaning the fact that things didn't turn out like he expected and moves he thought would be helpful turned out to just corrupt him and those around them.

So basically he's Anders 2.0 with black hair, bring him aboard!

Maybe, but in my playthroughs I either sent him back to the Circle (where I would assume he would be made tranquil) or gave him to Eamon to be executed.

I can't get Jowan's Intention, since it is broken on the 360.
