I was able to do it with Mass effect 2, but there seems to not be a program to allow the same thing for mass effect 1.
Is there a way to transfer Mass effect 1 data from 360 to pc?

No point really, since using the same character will reset your story variables. If you're looking for equipment to carry over, on pc you can just console in what you had before. You can even console in your bonus skill.
If you're looking to import into ME2, just grab Gibbeds and set your variables the way you want.
