I got Wrex+Tali and got the info against Saren but I didn't get Garrus... He's not at the med clinic anymore. Where can I get him?

You have to be paitent. Your Shepard has not yet done anything to report. Go on a few missions and return to the Citadel. You will run into both of the reporters eventually...

If you finish the exposing saren sidequest without involving garrus at all (going to barla von who then directs you to wrex and then going directly to fist) then Garrus will be in C-Sec opposite near the elevator leading to the docks. I believe he is the only optional squadmate in the game, it may not seem like it but you can decide not to take put him on.

I never have, but can't you just outright decline Tali and Wrex's offers to join or are those just circular conversation choices?

Tali's isn't really an option, Udina tells you to take her along and that's that.
Now that you mention it, I've never tried refusing Wrex or Garrus when meeting them before the other. IIRC the game will somehow force you to take at least one, which suggests circularity or some other tactic to prevent you refusing whoever you meet first.

So... if you leave Garrus, take Wrex, but then later decide to axe him along with one other character, that would leave you with... three members at game completion. Hm, that may be interesting to check out.

Do you have to pick up Liara? I'm assuming so since I think she's supposed to make sense of whatever your visions are and she's on a mission planet.
I guess my better question should be, how late can you pick her up? I heard she has funny dialogue if you pick her up late. My current character is going to pick her up pretty darn late because I don't need her and wanted to see the funny dialogue.

You can beat the game with an all female squad... assuming you have fem shep. Tell Garrus and Wrex you don't want their help, or tell Garrus you don't want his and kill Wrex. Leave Kaiden to die on Virmire and there you go, FemShep, Tali, Liara and Ashley.

You can complete everything including Virmire before picking up Liara. By which time she's been in the bubble long enough to think you're a hallucination. It is pretty funny. 
And yeah, Wrex and Garrus are optional. Or rather you need one of them to go after Fist, but you can choose which one. Frankly I think the storyline is better if you take Wrex with you to Fist, then when you meet Garrus at the elevator he tells you he's sick of C-sec and he's resigned on the hope that he can join with you to take down Saren. It makes him seem like a much stronger character I think. The only problem is that if you do that you never get the Dr. Michelle/Barns storyline.
