Here's a rundown of Ash, as I see her.
ME1: The most headstrong and independent thinker on the Normandy other than Wrex. I didn't really mind her distrust towards aliens. She also liked poetry, so that was was a bonus.
ME2: Nothing to really say. She was in the game for 5 minutes and acted pretty rationally. Though, as bad as Cerberus is, I figured that saving her life would allot me *some* brownie points.
ME3: She's a squad mate that you get halfway through the game. There's hardly any interaction with her, and half of the interaction with her is when she is whining about Cerberus.
Basically, people view her as unequal to the other characters because the writers basically wrote her out of any importance within the plot other than the game's need to have someone kiss the Alliance's butt. Vega would've filled that role just fine but whatever.

One of Ashley's main problems is that her voice doesn't really sync well with her personality. She doesn't sound like a badass marine, she sounds like a bubbly, perky cheerleader who's trying to play the role of a badass marine and not quite hitting the mark, which I suppose is basically what's happening.
