Couldn't help you seeing as I always grab it after talking to her. But you should try Citadel Tower. If not, make a separate save file and do it over.

If it's the mission involving Fist, she should be in the wards, across the stairs leading into flux.

I usually grab it before talking to her, and I always find her in the wards by the stairs to flux.

It's like I encountered all the bugs on my first game. I spoke to Rita's sister before doing the deal with Jax and I can't talk to Chellick after the deal... yeah...
