Several of Shepard's squadmates have a shield regeneration bonus in their class tree, either for themselves or for the entire squad. I have never picked these evolutions, but I am wondering if they are at all useful, especially compared to their alternative.

It depends on the squadmate, really.
I always take it for James, since when paired with the +15% shield regen speed at rank 5 in Fortification makes him a little extra tanky. I think for James the alternative is either Power Damage or Weapon Damage, neither of which is particularly useful on him. The Power Damage may be decent for his grenades, but they are limited and I typically only use them for combo detonation anyway.
For EDI it depends. If I use EDI for "her" Overload and Incinerate, then I am speccing for all Power Damage bonuses and ignoring Defense Matrix. If I am using EDI to tank a bit, then I will use Defense Matrix on her and take the Shield Recharge bonuses.
Kaidan is like EDI to me. I am either using him for his Overload or Reave and speccing for power damage, or I am speccing him as a tankier character and using Barrier and the health+shield bonuses.
I always spec Javik for power damage. I am uncertain if his Squad Bonus shield regeneration applies to him or to Shepard (and squadmate squad bonuses get flaky when applied to Shepard), but the extra power damage anyway since I find it most useful on him regardless.

How do you get a squad mate to tank? I always just put them in cover and call on their powers. The only real "tanks" are Wrex and Grunt and they have that tank mentality built into their AI.

They only "tank" insomuch as I do not bother to give them orders and I just let them run around and shoot, even if they cannot do any real damage. They are only there to be a distraction while I do all the killing.
I never really bother with Wrex or Grunt since they start with points already allocated, preventing me from speccing them from how I want to spec them. Plus they are only available in the Citadel DLC. And Wrex is not always alive. Nor is Grunt.
