After that, you need to start a quest that opens up the location like Duty, Wayward Son, Unbidden Rescue or Blackpowder Promise.
If you have the Exiled Prince DLC, Duty would be fastest. Wayward Son and Blackpowder Promise require you to finish The Long Way Home first.
