I don't understand your point about Liara. She's at about the same stage of life as Shepard is, by Asari standards. Samara would have to be considerably older. Plus it's the whole sex thing. It just makes her TOO vulnerable as a character. And her character doesn't change based on our perceptions. They're constants. No matter what, Liara is a 106 socially awkward archeologist. She can't suddenly be a motherly figure for Shepard, because that's not how her character is portrayed no matter what happens.
Now, there are ways that she could be both a love interest, and a bad-ass, impartial vigilante... but I don't see Bioware writing her that way.
EDIT: Er... well, okay, actually that'll happen no matter what.
Okay, lemme put it this way. I can't see Bioware making her both a love interest for Shepard, and a "The Boss"-esque character. That's really the only way I can put it.
