Is there a way in the toolset to lower the level of the PC? I cannot find a corresponding function in the toolset to make it happen. I did try addxp -1000 and the game said success, but no level change happened.

You may be able to modify the respec mod to remove the skill/talent/attribute points in conjuction with subtracting the XP from the player. It depends what you're actually trying to achieve here - the game isn't really intended to make player's permanently lose levels so this could be difficult.
