To me, Vivienne looks black and could be the first black character in a DA game.
But the DA2 engine couldn't render dark skin colours well, so she didn't look particularly dark, and the specifics of her facial features were determined by the art team, not the writing team.
Also, "black" and "white" are not well defined terms.

Spanish means they were born in Spain. Their skin color can be any shade from palest white to darkest black.
That's kind of like saying Americans consider themselves white.......

The woman holding the flag is supposed to be the Inquisitor. And I think Gaider mentioned she was one of his favourite Inquisitor concepts.
This isn't a guarantee of anything, but at least there seems to be an intention by some of the devs to include this.

I could also say that those who consider themselves the "spanishest" won't consider a person who is black, or Jewish or Vasque ... Spanish. But that is going too much into politics for this forums.

Indeed. But people tend to associate them in a particular way, for different reasons... extremely in some cases. And that is what we were talking about.

It's much the same reason Tolkien had no African-American characters outlined in his books; no Africa = no African-Americans. It's not racism, it's just the area where biological blacks come from doesn't exist in their fantasy worlds, and doesn't have to. It's not racism or bigotry.
Plus, if you think Antivans and Rivaini are just "chocolate white people", isn't that basically what any race is? Are whites just powdery black people? Are Latinos just syruped Asian people? Are Native Americans just sun-bleached Inuit people? Your comparison is just comical.
