He was sending out a message to his long lost Quarian lover...cause..yeah....robots love too. :/

I have seen them do something similar. The one that is really weird is when they kind of cramp up as if they had a heart attack standing up and stay there with their shoulders up and sometimes hands in the air. That one is WEIRD. Sometimes they do it even while they are walking towards you. I mostly see it with the Pyros though. Not sure what causes it.

In default, all video games have their characters arms raising either 90 degrees or 30 degrees upward in a default model. This often happens when a game needs to load textures or characters.
