I rank them like this

Tier 1 (Extremely useful in all circumstances, regardless of type of enemy fought, enemy protections, difficulty level, or Shepard's class)

Garrus

Kaidan

Tier 2 (Useful in almost all circumstances, would be Tier 1 with right partner, or if Shepard fills in gaps)

EDI (she fairs poorly on higher difficulties against Reapers. Tier 1 otherwise)

Ashley (Inferno Grenade has a limited amount of uses, and no other powers to deal with armor, Tier 1 otherwise)

Tier 3 (Solid choice of teammate against most foes, but not as effective as higher level choices)

James (Kaidan's tougher on most foes, and weapons just aren't as good as Garrus or Ashley)

Tier 4 (Situationally useful)

Tali (Good against geth or CAT6, okay against Cerberus, but not great. Fragile on higher difficulties)

Liara (Extremely fragile, making her terrible on high difficulties. Needs a biotic teammate to get any damage done. Next-to-useless against armored foes, as Kaidan and EDI will do more damage even with Warp's ideal evolution)

Javik (Needs a biotic teammate, preferably Shepard. Otherwise he's just nibbling at enemies, any other enemy with an assault rifle will do just as well)

Really depends on your playstyle. I played a marksman Infiltrator throughout most of the series, so Tali and Garrus where my dream team. Tali's drones would distract the enemy and she'd pick off anyone who came too close, Garrus would give me mid to long range fire support. That and constant spamming of two shield drains and overload. An all Tech based squad with high crowd control and extreme damage output, albeit a bit fragile. I occasionally swapped out Garrus for Kaidan, Miri or Wrex(in ME1) depending on the mission though.

Garrus and Ashley absolutely wreck everything for me.

ME1:

Adept Shepard + Wrex + Kaidan.

Adept Shepard + Kaidan + Liara

Adept Shepard + Wrex + Liara   (though I don't think I've ever done this...)

ME2:

There are other squadmates than Miranda?!?

In all seriousness though: Miranda. Then a whole bunch of absolutely nothing, followed by Samara.

ME3:

I have squadmates??

I don't really know. Liara is insanely powerful, but really people, lets face it: even on Insanity the squadmates are just there for show. You can do the entire game completely by yourself, especially if you decide to pick Vanguard, Sentinel or Adept.

To a certain extent it does depend on playstyle. What class you are playing as and what abilities you've selected and levelled can all have a role in which squadmates better compliment your Shepard. Also do you like to just run and gun without giving orders, allowing squadmates to function on their own, or do you enjoy being tactical and giving your squadmates orders? For the former you're best off with 'tanky' characters that can take a lickin' and keep on tickin.' Some of the most powerful squaddies in terms of abilities function best when given orders though.

James has area Carnage, can carry the Typhoon, and has frags. He is by no means useless. Tali would kinda rank the lowest due to being all defense. She's a far cry from the hard hitter she was in ME1.

In ME3 definitely EDI and Kaidan. High utility, survivability and little need for baby sitting.

VanguardShep can complete entire Insanity using two buttons, it's really just.... glorious :D

I play almost exclusively as a vanguard. Like others have said, your squad is pretty much just for show at that point. I feel like Ashley is my most helpful squadmate. I just give her the biggest gun I can find and she allows me to jump around with Charge/Nova without getting buried. I usually also choose another biotic for synergy stuff. But at the end of the day, I usually just choose my favorite squadmates. Usually rotate between Ashley, Liara, and Garrus.

ME1

Ashley for power

Liara for synergy

ME2

Miranda for synergy

Thane for being awesome

ME3

Ashley for power

Javik/Liara for synergy

I always though Tali and Liara were the best because of their low cool downs. On higher difficulties I find that squadmates are only really useful for combos so those that can prime or detonate the quickest are the best (weapon damage becomes null when a combo can ohko things, unless you give them DLC stuff, but that's just not as much fun). Tali can strip shields and prime tech combos with Energy Drain which also adds to her survivability, additionally, she has a drone and can hack AI. Liara can detonate any combo with her fast warp and immobilize enemies with Stasis; she even has Warp Ammo to boot.

I find EDI to be the worst. Her abilities simply suffer from too much cooldown time. Her damage boosts are overkill on basic mooks so you might as well use someone who's faster. And against bigger enemies they don't make much of a dent compared to Shepard's damage capabilities or combos. The only time I do find her useful is when accompanied with some one who knows the Tech Vulnerability evolution of Sabotage.

Everyone else I find lies between those two extremes and their usefulness depends on Shepard's class. I value Javik with his fast biotics, Dark Channel, and emergency grenades. Kaidan can prime stuff. Ashley, Garrus, and James have ammo powers for builds without them and some useful abilities; like Concussive Shot for detonations and grenades.

Overall I would rank them:

  1. Liara
  2. Tali
  3. Javik
  4. Kaidan
  5. Ashley
  6. James
  7. Garrus
  8. EDI

Level her so that her drone powers get a ridiculously low cooldown. (though the defense drone kinda sucks, so you can ignore that one)

Spam it. Constantly.

Quarian Machinist:

Level 4: Recharge Speed

Level 5: Tech Upgrade

Level 6: Drone Specialist.

Combat Drone:

Level 4: Detonate

Level 5: Shock

Level 6: doesn't matter.I prefered the rockets

Leveling up the shields of the drone is pointless when you drop the cooldown to 2-3 seconds, you're much better off having the drones detonate more often. (the explosion can set off tech burst, btw). A stronger drone can indeed do more damage on purpose for a longer, but the 'weaker' detonating ones allow the drone to do damage on purpose and damage on death. Adding in that you can pretty much always immediatly summon a new drone upon death of the old one, you get much more control over which enemy the drone is keeping busy while doing more damage.

Tali is almost as powerful as Liara. Almost. Because of her ridiculously low cooldowns.

For detonations on the drone I think the lightning (non rocket) rank 6 evolution of the drone is preferable. The rockets tend to make the drone run away from the action in order to shoot the rockets, when lightning would cause it to run towards danger and it's own fiery death.

On any difficulty, I've never found Liara to be useful. Low difficulty fighters are just  All those fast cooldowns don't mean a thing if you're dead, and Liara dies an awful lot when enemies actually do damage. Not to mention the enemies her fast cooldowns will actually help on, Liara can't do anything with them except for Phantoms (by far the least dangerous of the upper tier enemies), since she can't use Singularity or Stasis on them, and her Warp won't detonate another one. Banshees, Brutes, Geth Primes, and even the murder-turrets make the only thing Liara can do is suck and die. I hear a lot about Warp and it's evolutions, but honestly, the amount of extra damage you get is pitiful when compared to someone else who can do four times the damage she can on the same barriers

I mean, I suppose you could detonate Energy Drain with it, but I'd rather detonate it with Overload and get the bonus from shields anyway. No fight lasts so long that Liara's cooldowns become much of an issue except for the Kai Leng (who Liara can't put in Stasis) and the final fights on Earth, and Liara doesn't handle a bunch of Brutes ripping her from all sides very well.
