Well, if you got 23 UR cards in 130 PSP, that's about 1 UR per 5.65 PSPs, which I think is a pretty average drop rate. There are 21 UR weapons, which means you need 187 more UR unlocks to max them. So if you maintain that same drop rate (assuming $3 per PSP), it will cost you a little more than $3000 to max your manifest. So what are you waiting for?mhy_ wrote...
On a sidenote: Most of my Ultra Rare weapons are at level one. I wonder how long would it take to level them to X? Like forever? I mean, it took $300 / 100 PSP (plus maybe another 30 PSP) just to get 2/3 of the UR weapons. Jeez...
EDIT: BTW, I am not going to rag on the OP for spending money on PSP. I've never spent nearly that much on packs, but I understand the "demanding job" thing. I've been playing since release and I only have a little over 300 hours. If I had taken an extra 700 hours from working and spent them trying to max my manifest, it would have cost me a lot more than the $2000 additional dollars it would take for me to buy a maxed manifest.

This is great, OP, and welcome to the ME3 MP community! This is going to sound weird, but it's a good thing you still have plenty of stuff to unlock. I say that because in my experience unlocking a brand new gun or (especially) a new character is one of the more exciting parts of playing the game. Before you flame me, I am a working professional and I have money but my time is limited. I can't really grind the multiplayer for hundreds of hours to unlock all the weapons.
I've been a huge fan of the Mass Effect series and have played since ME1. I was a poor student when ME1 and ME2 came out so I couldn't buy the DLCs, but when ME3 came out I made sure to get everything! ME3: Citadel was amazing. I only recently got into the multiplayer and I am completely hooked! Originally I thought it was just a bonus thrown in by Bioware for the end of the trilogy and not much of a game on its own, but boy, how wrong I was. I think it is very well done and the fact that it still has a great player base says something (I have no problems finding games at 2AM in the morning). But I just felt so underpowered--everybody around me had some crazy-ass strong characters/weapons unlocked, like 6 medi-gels to use when they went down, etc. I kept joining games where everyone had a Typhoon, Harrier, or Hurricane and I was the only one running around with my dear Avenger.
I did spend some time initially playing and buying Recruit/Veteran packs to fill up my Common's. A lot of the consumables came from these packs. Before spending my cash, I also purchased about 30 or so 99,000 packs using game money (I think around 30. Not sure). But a lot of the rare/ultra-rare content is the result of purchases. Thought it would give people some idea what to expect after spending this amount of money on packs.
There are threads here on BSN about pack-buying strategies, so by all means check them out. My main advice would be to max your in-game consumables (medi-gel, cobra missiles, etc.) to 255 each before buying packs "for real." The reason is that the first slot of every pack (and for some packs, the first two or four slots) is always going to be reserved for those consumables, and if you're maxed out then the store will fill the slot with something else. Meanwhile, to get to 255 it seems like your best value is Jumbo Equipment Packs as long as you still have three or four consumables below 255. Once you're down to just one or two of them below 255 then plain old Recruit Packs are a better value.
The other main piece of advice (which I admit was totally unsolicited, LOL, sorry) would be to work your way up the packs. After trying every conceivable strategy for buying packs that one ended up being the best: just buy Recruits until all of your commons are maxed (and I think yours are), then Veterans until all of your Uncommon weapons are maxed (don't worry about Uncommon gear and weapon mods--those things are a PITA and were the last non-UR items for me to finish), then the 99k packs to work on Rares and Ultra-Rares.
We newer players are a bit unlucky in that five of the UR weapons used to be obtainable only through weekend operations, but the last DLC turned them into normal URs. That's great that we at least have a chance to unlock them, but the consequence of that plus just normal UR-creep from the various DLC releases are that it takes far, far, far... faaaaaaaaaaaaarrrrrrrrrrrrrr longer to maximize the ultra-rares than to max literally everything else. Oh well, it's something to work toward, although I recognize that ME3 MP will almost certainly be dead before I will have been able to sink enough hours in to max my URs.
You are so right: this is a great game and I almost missed it by thinking it was going to be one of those "lets throw in some kind of multi-player to get the review sites off our backs" kinds of efforts.

I would just attribute it to happenstance. At this point it is looking like PSPs, APs, RPs and SPs all have the same per slot UR weapon drop rate but this is just an educated guess since we still need to collect more data to narrow down the estimates (especially for RPs and SPs) to say anything with cerainty.

So I can get 100 hours worth of in-game credits for less than an 8-hour workday.The (non-material and material) benefit I get from the $300 spent on packs will be worth it to me since it makes me happier and improves the quality of my game. Hey, man, there isn't any reason for anyone to flame you. If you've got the cash but not the time, which is understandable for a full time professional, then purchasing is an absolutely viable option. This game can be a grind if you're looking to max your manifest through nothing more than gameplay.

Suppose I were to do this again this coming month. What would a good distribution of packs be? Maybe buy 20 Jumbo equipment, 30 veteran packs ($100) and 70 PSP/AP/RP ($210) ?

A small advice, if you really want the salarin infiltrator, which is one of my all time favorites, do the following: unistall all of your MP dlc content and then go shopping in the RNG store. The pool of available kits will be limited to the original MP release and you are bound to get the SI next time you shop. You could then download the earth dlc only and increase your chances of getting the N7 human kits.
