Would tactical cloak be balanced if you couldn't use any powers at all under cloak?

OT: Tac Cloak is definitely OP, but it is in a way where you would have to completely rework the mechanics of the game to balance TC without making it obsolete, but still bringing it in line. Actual stealth mechanics with AI that is more intelligent than a cardboard box would be a great start.

It depends on who's playing. A bad player will still die despite the "OP" advantage tactical cloak gives while better players will learn how to use the abilities and contribute to the match.

Better, but still OP in my opinion.
And I remind you, 500 shields (750 w cyclonics IV), shieldgated while cloaked (which makes a live of AR-infiltrator much less easy).
8. All power casts break cloak (throwing grenades, repair matrix, stim packs, prox mine, etc).

Bad players with perform badly no matter what they use. When I say TC is brokenly OP it is more because it breaks the recharge speed weight mechanic that is in the game, and it has caused certain powers that are shared between classes to be nerfed hurting the non-infiltrator, and barely tickling the infiltrator (i.e. GI & GE, TGI & Turian Havoc)Sinapus wrote...
Amusing since I've been in a few matches where my non-infiltrator was with three infiltrators and that character bereft of the almighty "OP" tactical cloak was either the one who died the least or didn't die at all.

I highly doubt that any beta, demo, ect. for ME4 would come out before DA:I launches. We probably won't be seeing anything like that until sometime late 2014 at best, but probably not even until 2015.
