Nothing spectacular, but the Who Danglymesh Scarf TaVFX are roughed in for all race/genders.

Edit: Please note, the scarves do blow around in the wind and are TaVFX, so they can be layered with cloaks & robes (like the Who Coat ;-)

well, it is clunky, but it works in game. I'm uploading the sontaran grunts right now
EDIT: For those that are interested, take a peek early, as I uploaded it to the new vault. I hope to get some of the finer details worked out, maybe even before it goes into packaging with your other goodies. I did say it was clunky. But the model is ok.

I've been poked with a stick to come back here...
Apparently I was foaming at the mouth too much to be understood at the time of my last post and looking at it again, it isn't unequivocal... Actually, I'm rarely understood even when not foaming and preparing for a Spleen hunt.
Anyway, the unfinished Emperor Dalek got abandoned and thrown in the garbage sack with all my other Doctor Who stuff and I've still no desire to go near any of it again any time soon so, apologies, but it'll have to be a no-show.

Haven't done the icons or drop model yet. I'll try to wrap the scarves up tonight.
Also want to tweak the weights a bit. The ends are a bit stiff on all races except halflings for some reason. :-P

And *then* Henesua suggested I make it a cloak item instead of a neck item :-P
Good idea.
In the baseitem 2DA, replace the size and use columns:

That will stretch the jury-rigged icon I did and make it blurry, but it works and leaves the neck slot open for things like necklaces and torcs ;-)

Edit: Usage suggestion - first apply the VFX in a tag-based onEquip/onUnequip script and second, apply an immunity to Time Stop =) Appropriate for a Time Lord, don't you think?
