No, I have played with many players who crap their pants at the thought of Platinum or Collector Gold and have 10k+ N7. N7 rank means little and I would suggest Challenge points as a better indicator.
Plus, a ton of people juiced up their N7 back in the day using nefarious means.

In the past, I never connected it with skill. Back in the day, I could outscore players with higher N7 ratings, so I was like, whatever. But then, I look at folks like INVADERONE. We met when we were still struggling through Bronze matches. I think he was actually slightly lower than me at the time.
VADER promoted like crazy, and I didn't. I would find a build I liked and would stick with it. I say to him one day, "what the f*ck is up with all this promoting, bro? N7 doesn't mean sh*t."
And he basically said that he liked experimenting with new builds and new styles, testing out the same old characters to find new ways to play with them.
VADER was playing matches all the time, not just promoting for the f*ck of it. In a matter of days, his N7 was outstripping mine by hundreds of points. And the thing was, all that promoting, combined with all that playing, led to a much greater skill level.
I been a year without an internet connection. I come back to find INVADERONE's n7 way high. Was a time when I could keep pace with him in Gold. Not so much any more...
So, I think that there is a correlation between a high N7 rating and skill. Nothing ironclad in the face of logic, because as rusty as I am, I can still outscore the occasional player with a higher N7. And sh*t, I see guys with ratings lower than mine outscoring me.
But that notwithstanding, continual promotion seems to bring with it a sense of learning the ins and outs of not just the game but the character classes and various builds maximized to their highest potential. Is that skill? Maybe. I'd call it experience.
