I would argue that, to a little extend, it shows some degree of experience. Not skill per se.
Being extremely skilled in a team of 4 is not necessary. To know what you are doing is necessary.
If you pug regularly (like me) and you see a high level N7, you can presume they know what they are doing. The same goes for Challenge Points.

total time played in game and N7 ranking introduce from the begining of the game
but challenge point start from the game release after 9 months
so obviously is wrong answer
