Yes it does, but tangents aren't always bad things.
I'm doing a new ME2 playthrough and I'm finding a LOT of, albeit subtle, information that makes ME3 make a LOT more sense to me. It's scattered everywhere throughout all the Recruitment and Loyalty missions. Seriously. It's pretty cool.
I guess most people don't look into it the way I do, or I'm nuts. One of the two.
