That being said banners, n7 and load out have nothing to do with it. I've seen some low n7s with bad weapons help the team tremendously and I've seen plenty of botb players who drag down the whole team.

There's nothing you can really do. You either learn to spot noobs/leeches in the lobby and leave, or you roll your eyes and just carry them. Or just stop PUGging.
Experience has shown me that verbally pointing out they're going to get rectally violated on Gold and should really be in Bronze/Silver will have no effect, except maybe to get yourself a kick vote. These people are determined to be stupid.

In-game there's nothing you can really do except either leave or suck it up and carry them. I rarely have that problem, but when I do its usually on wave 8 or something so i just carry from that point.
If you don't wanna carry at least some of the time you won't be completing many games.

On a serious note, I actually feel pugs are now in their best or at least much much better than they used to be. The number of people I encounter who are in deep need of carrying is surprisingly low.
1. Moderately experienced players all the way up to BSNers, who will typically be fine.
2. Crutch kit users (jug, flamer, AIU, ghost), who may not be good but will usually not be completely hopeless (except jugs, they can go either way).
3. People who started the game yesterday.
It seems that people who are relatively experienced but really shouldn't be playing gold because they're not ready for it just don't exist anymore. Or, more likely, they've all migrated to the crutch user category.
