But really, it depends what you are looking for in the dlc:
Leviathan is great if you are kind of ok with the premise of the ME3 ending but would appreciate some of the details being fleshed out a bit more. It has a little bit of investigative gameplay and three decent combat missions. Also, it is cheaper than the other two dlc's.
Omega is a fairly self contained dlc. If you are really into Aria and just crave kicking loose with a lot of combat gameplay, this is quite a strong dlc. You don't get to take your Normandy crew-mates with you, and the mission has a fair amount of forward momentum, so if you are looking for a lot of character interaction and dialogue, this perhaps isn't the dlc for you. Of the dlc's this feels like it gives you the least bang for your buck, but I still find it a really enjoyable dlc and appreciate the opportunity to go on a more prolonged combat-heavy mission.
Citadel is one of the most popular ME dlc's out there. It is chock full of humour, silliness and fan-service. It has a generally lighter tone than the rest of ME3, and many prefer to play the final party as a last hurrah to the entire trilogy. It's the only dlc I don't own, so I can't really comment on the quality of its story missions, but apart from everything else, it also gives you the Armax Arena, so you can play MP style games with many of the old Normandy squad-mates. Who doesn't want to lead a pair of Krogan into battle? From what I've heard, this dlc is really good value for money and a great swan song for the trilogy.

If you have the DLC, you can actually cheat a little bit and obtain Flare from the beginning of the game (by editing your Coalesced file)***.
you go at it without any of your squaddies, and you team up with Aria and a female Turian, to kick Cerberus off Omega. if you enjoyed visiting Omega in ME2, then you'll have fun. if you're a naturally renegade Shepard, then you'll relish cutting loose without worrying about consequences. the level design is absolutely amazing.
***if you're familiar with Coalesced editing, enter this as a binding:
( Name="F", Command="givepower self sfxgamecontentdlc_exp_pack002.SFXPowerCustomAction_BioticFlare" )
change F to whichever key you want. while you're in-game, press that key to give yourself Flare
If you enjoy exposure and long periods of inactivity (stay a while and listen), get Leviathan. You receive a bit of war assets and a new power that temporarily converts enemies to your side. Given how fast enemies die though, it's kinda pointless. you do a little investigating with EDI, you visit a couple different planets looking for clues, then you zero in on Leviathan himself.
If you enjoy "Friends", get Citadel - feels like you're sitting there scratching your proverbials while the galaxy is burning. as Catty above said, it's blatant fan pandering by Bioware, trying to appease the masses over the ending fiasco by giving half the camp what they wanted - a squadmate based DLC where you get to spend time with all over them, past n present (while the other half wanted more final action).
if you're harder to please like the other half of the camp, this DLC will feel like an insult to your intelligence
you get your own apartment on the Citadel, you get to play arcade games, visit the casino for more games, or fight in the Armax Arsenal Arena with virtual enemies like Geth, Reaper Forces, Cerberus, Collectors & Mirror Combat where you fight clones of yourself based on every available class (Sentinel, Engineer, Soldier, Vanguard etc).
honestly, put a little money together and buy the lot. otherwise you'll always feel like you're missing out on something.

Hey, there is nothing more fun than casting Dominate on a Brute and watching it start slamming Reapers into dust. Or getting your very own artillery unit by casting dominate on a Ravager. Actually, I use Dominate for the Citadel missions. I hate fighitng alone.

Leviathan expands on the Reaper mystery.
Omega is about combat and action, plus you get to meet a female turian in person and have her in the team.
Citadel is a nice pack of easter eggs and chill out moments with the entire crew from the entire series.

Get Leviathan and From Ashes.
Now your ME3 and ME story is complete.
Citadel is cool too.

The only one I'm a little dubious about is Omega, I feel it's a bit too pricey for essentially being one long action sequence.

Omega is for war assets and combat
Citadel is for Humor
*Idk if I spelled that right

1. From Ashes
2. Extended Cut
3. Leviathan
4. Citadel
5. Omega
-From Ashes is nearly essential. Not truly, but still... get it (directed at anyone reading).
-Extended Cut is something I'd say to wait until you see the original endings first, THEN play Cronos+London with it just to see what changed. I wouldn't say it's totally essential, but I see no outright reason not to get it.
-Omega is damn tricky. They never fixed that stupid cutscene bug, which really hampers my story experience. It also doesn't directly add much to your Shepard's playthrough. It does have some interesting...themes in it, which I like. However, its only real plus is that the combat in it is some of the most extended and frantic at times on higher difficulties. If you enjoy the Action of Mass Effect, and have the money, go ahead. NOT essential though.
-Citadel... if you're a fan, imo get it. It's cheesy, jarring, weird, goofy, fanservice, but it's my personal opinion that there is far more than meets the eye here. however, like Extended Cut, I'd KINDAAAA suggest beating the game first before trying this one out. At the same time, I'd also wonder how one views the story if playing fresh from Citadel DLC to the ending... hehe.
-From Ashes = Character
-Extended Cut = Ending
-Leviathan = Story Dialogue
-Omega = Action Shooting
-Citadel = Virtual Fun
The only one I'd be outright wary about is Omega. It could have been a 9/10 DLC but ended up a 7/10, imo. The rest are 8+/10.

- Bring down the Sky: Tedious and long-winded. Little to no relevance to main plot. 4/10
- Pinnacle Station: Basically just a combat arena. Pretty much it. 3/10
ME2
- Zaeed The Price of Revenge: You'll definitely want this for Zaeed. He's just awesome. 9/10
- Kasumi The Stolen Memory: Likewise, you'll want Kasumi. 9/10
- Firewalker: Gives you extra vehicle missions. Not ME's strong point. 5/10
- Overlord: A chunky side-story. Kinda tangental to the main plot, but it's good. 8/10
- Lair of the Shadow Broker: Excellent, chunky side-story. Great story and integrated well with main plot. Liara heavy (whether that's a plus or minus is up to you). 10/10
- Arrival: Weak plot, but bridges ME's 2 and 3 so kinda important story-wise. 7/10
ME3
- From Ashes: Get it for Javick 9/10
- Extended Cut: Revamped ending. Introduces a few new plot holes, but it makes the ending slightly more digestible. 8/10
- Leviathan: Interesting set piece. Clever story. Plot MIGHT make the main plot even more problematic (it hurts my head trying to work it out). 8/10
- Omega: Very much heavy on action, light on plot. 7/10
- Citadel: Camp and cheesy as Hell. Kinda out of place in a gritty, intense game, but it's a fun send-off for your companions with a lot of heart and feel-good moments. 8/10

I would say Leviathan for story reasons, and Citadel just because it's fun. I could take or leave Omega.
Citadel is not meant to be an alternative ending, but it really gives a sense of closure to your Mass Effect experience.
IMHO it's the only DLC that worths every single penny.

The only DLC from the mass effect series that was ever worth having was shadow broker for ME2, the rest is naff and doesn't really add anything to the game.

That's debatable - arguably, Citadel was intended as an alternative ending but Bioware couldn't admit to that after their "artistic integrity" defence so they made it a DLC set half-way through the Reaper invasion where it is comically out of place (screw the Reaper war, Shepard has to beat the mortal combat highscore! Who cares about the millions of preventable casualties it resulted in... )Citadel is not meant to be an alternative ending, but it really gives a sense of closure to your Mass Effect experience.
IMHO it's the only DLC that worths every single penny.
Yes, ME3 is better with Leviathan than without it... much like a burger is better cooked than still frozen... but you'd be a sucker for rewarding Bioware for selling a badly written game (e.g. lacking essentially foreshadowing for Catalyst only delivered via DLC without which Shepard just taking Catalyst's word for that whole "synthetics will always kill their creators and wipe out all life" is completely unbelievable) much like you'd be a sucker for paying a restaurant extra for not serving uncooked meat.Leviathan
Just watch it on Youtube instead and, if you still want to buy it afterwards, make an informed decision.

Citadel alone has me wanting to run a few other characters through now, just to see the differences in conversations.

Extended Cut too, but it's free so I don't count it. From Ashes is good for Javik but the mission is not good.
From Ashes and Omega are overpriced, but I did enjoy them
