I think that it's either A. a retcon, B. Vigil's memories being scrambled, or C. Javik having a badly garbled viewpoint of all Prothean activity before his time.

SF is not "once i pass training im in for life" there is no SF tenure. you badge/trident or barret are up for grabs EVERY DAY! he could loose that at ANY TIME.
Guys, I'm not SF or Special Operations. Let's not overplay my qualifications.
I'm Airborne qualified, and Air Assault qualified, but I'm not Mr. High-Speed Low-Drag Airborne Ranger. I'm not a Sniper. I'm not qualified for any tab on my left shoulder. I'm not even in a Combat Branch or MOS. I'm a Combat Support Officer (MI) with 1 Deployment for OEF as an Enlisted Collector and Analyst. I have a lot of pride for what I do, but I'm not going to say I'm Mr. Gung-Ho Full Hooah.
his teacher analogy is still incorrect. teachers have more say in what they get to teach. less consequences if their wrong and have a social/industrial safety net like tenure.

True. I'm not making any kind of authoritive fallacy when I say that training for combat takes a lot more than a few weeks or months as David is implying, especially about SF.

So with that, we can conclude that the mass relays were not shut down. Hence, the probable cause for their swift defeat leading to a long mopping-up was the extremely top-down nature of their government leading to a long initial paralysis when the Citadel fell, in addition to their total lack of adaptability due to their habit of forcing every species to conform to their own paradigms (this is the one that Javik says outright). Ironically, for a race that worshiped evolution, they completely forgot the most important thing about it: there is no true pinnacle, and adaptability is a very frequent lifesaver.Steelcan wrote...

That had nothing to do with activating relays, that was a device to not get killed by a trap at the other end of the relay. It wouldn't have been able to create a whole new relay network hub if that's how they worked.Steelcan wrote...

I think "C" is more likely. I don't have the DLC, but it baffles me to no end that the protheans send a soldier...and not a scholar, scientist, historian or any other knowledgable person who knows something about the crucible. Did they really think one soldier would make a difference?

Javik was supposed to found a new Prothean Empire with a million followers, a military commander seems the right call.

Yes... that's what I just said. It still has nothing to do with being able to establish a new central relay hub if the relays really were all controlled by one.Steelcan wrote...

There were supposed to be enough sleeping Protheans to make a new empire one that would spend thousands of years getting ready for the cuttlefish.
But because of LOLindoctrination that didn't exactly pay off.

And if the relays were all controlled and powered by a central hub, as ME1 posited, they would need a new hub to use the relays at all if that hub had been shut down.I never said they established a new hub
