this is looking like a problem because i have activated the lyriam vein and still cannot transform into a mouse, in order to proceed I need to be a mouse. how do i proceed, any useful console commands?

well I don't know if anyone is working on an unofficial bug patch mod but i found my issue was fixed by taking my armor and such off then attempting to use the transform! my character is heavy armor melee

I don't think I've ever heard of that problem; I didn't think there even was a Stamina cost for this skill.
