Around what level do you typically do Morrigan's personal quest?

As in, confront Flemeth.  Dragons annoy me, with their constant interrupts.   I usually go out of my way to avoid them, but of course this is an exception.  Generally, I prefer to switch the difficulty to easy mode just for the fight, and then switch it back afterward.

Usually late into the game, like just before the landsmeet or so.

I do so a bit earlier than that, but still relatively late in the game. In my current game it was after playing through three main story missions, Warden's Keep, Return To Ostagar, and both halves of The Stone Prisoner. (I think we can all agree you don't want to do this early.)

I do Flemeth fairly early as you don't have to kill her - I almost never do.

I only fought her once and it surprised me that she chose to be a high dragon. It was hard as hell but I eventually killed her (this was when I was trying to romance Morrigan. Had to delete that character before I could finish the game). Any other time, I do it after it comes up and I accept her deal. It's a win-win so I don't see why not.

I read somewhere you could attempt it at level 11, but I always felt that was a bit early. I try to be around level 13 before I attempt that fight.

I know you don't have to kill her, but I do anyway.  Lying to my love interest is not a good way to start a relationship. :lol:

I usually do, if only because the alternative just feels like a cop-out.

Fairly early, not long after she gives the quest. The fight can be pretty easy (on normal difficulty), and Flemeth's the easiest dragon in the game. I just use Shale (who has fire resistance crystals and is immune to that biting move she does) to distract her, and then have 2 archers and 1 mage (usually Wynne who heals Shale) stand completely off the platform (in front of her door) and attack her. Those 3 will usually hardly take any damage at all except for 1 or 2 fireballs she might throw at them, though Shale's health will fricken plummet fast.

I tried taking on the High Dragon right now at level 14, but I just couldn't deal enough damage yet.  I assume Flemeth would be the same result.  I might wait until just before Arl Eamon travels to Denerim.

I usually kill Flemeth and the high dragon on top of the mountain in Haven right before the Landsmeet. The order that I usually follow is:
Origin, Ostagar, Lothering, Redcliffe, Mage's Tower, back to Redcliffe to remove demon from Connor, Denerim stuff, Haven, Orzammar, Dalish, dragon slaying and final preparations (Flemeth and high dragon), Landsmeet, then the final battles.

BTW, I level up in Lothering early on.  Allison will buy an infinite number of traps, and the shopkeeper sells an infinite number of trap triggers.  I leave Lothering with all of my characters at level 25, and close to 1,000 gold.

Level 16, at the minimum. I think that's the point of the game where I've completed most of the main story quests and therefore have just about all the talents and equipment to round my characters out, anyways.

Because skipping the boss battle just seems anti-climactic.

I play on Easy with mods, so maybe I'm not a good judge of it. The high dragon in the Temple is a lot tougher to me though, and I usually tackle that (if I am going to kill it) at around 17 or so. So I am guessing Flemeth could be killable at about 13 or 14? That gives you plenty of time to have done most of the treaties, be better equipped and have access to the highest level of most skills. I use one melee (usually Alistair as tank), sometimes Zevran doing mad mellee dps, and have Wynne (if I am not a mage/healer), my PC and/or Leliana doing ranged damage, with Alistair keeping her attention while the rest of my crew pelts her with damage, Wynne doing heals as needed, the ranged keeping them scattered so she can't dump her AOE on all my people at once.

However, I don't always kill her. Depends on my warden. Some feel it's immoral to kill someone they owe a life debt to. Some don't like that she's an apostate/abomination. Whether or not I kill her is dependent on how much my warden likes/trusts Morrigan. After all, we have only Morrigan's word (and she's notorious for withholding truths) that Flemeth plans on possessing her. Of course since OP is romancing her, its understandable he wants to 'do the right thing' by her and not lie to his beloved.

Thanks to Shale's Stone Aura + taunt, I managed to defeat Flemeth and the Orzammar dragon at level 15.  The High Dragon in Haven still curbstomped me at this point, though.

I tend to do it after all the characters have been recruited. If you choose to fight her, Shale is very handy as is a spirit healer. Usually about lvl 16 or so at that point I think.

If your warden is not a spirit healer mage then, yes. Wynne. If your warden is a spirit healer mage then you can bring someone else.

Shale to take the majority of Flemeths abuse and a spirit healer to heal Shale while the others pound away on Flemeth. It's the easiest way I've seen yet to beat her.

Or you could mine the area the dragon spawns in. Since Flemeth won't be hostile until you talk to her, lay a ton of traps there.
