I have been talking to someone about why the Vanguard they are playing in ME2 is so much more squishy than the Vanguard they played in ME3. I told them about some of the differences, but I am not sure I got all of them.
Biggest change seems to be the addition of a damage component in ME3. In ME2 all you got was force.
I believe cool down can be a lot quicker in ME3 due to weapon load out. (Does Charge in ME2 benefit from the biotic cool down upgrade?)
What about damage reduction? In ME3 you get 4 seconds of 50% damage reduction after charging. What about in ME2?
Other difference? (let's not include Nova, another sizeable difference)

The only difference I know of is that Charge (ME 2) does not benefit from the CD upgrade; Shepards' Assault Mastery is the only CD bonus avaiable to Charge.

It's been a while but I remember ME2's charge (with the heavy evolution) had a brief time dilation effect after connecting with the enemy that made for easier shotgun headshots.
Also, in the ME2 description, for ranks 2 and above, there is a shield duration of 4 seconds which I assume counts as a damage reduction.

Mainly the difference is that enemies are more accurate in ME2.
ME2 Charge does not have DR, but it does potentially give you bonus shields starting at Rank 2 and above.

Charge in ME2:
- 6s base cooldown did not benefit from the biotic cooldown upgrade (there may be a thread somewhere about it). Only benefitted from the cooldown from passive (up to +9 to +15%).
- Restored shields (starting at rank 2)
- Heavy Charge restored 100% of base shields and added time dilation for a brief time; Area Charge only restored 75% and had no time dilation, but could hit enemies within a radius. But no one in their right mind took Area Charge
- Shepard had a shield gate of about 1-1.5s? No health gate
- "Can't get a lock!"
- Occasional Charge bugs such as where you performed the charge animation and went on cooldown but did not actually charge
Charge in ME3:
- Cooldown functions the same as all other powers with cooldowns, so it benefits from cooldown bonuses. Can be much less than in ME2 (close to 2s in the most extreme case, but typically closer to 3s )
- Adds damage reduction (+50% for 4 seconds)
- Can have both radius and max shield restore AND extra weapon damage on successful charge
- Can detonate combos
- Shepard has both Shield Gate and Health Gate.
- Charge bugs exist, but highly infrequent
Also in ME3:
- Incendiary Ammo with Explosive Burst
- Nova
- unbalanced weapon set including Talon, Reegar, Piranha, Hurricane
- fewer enemies with protections

^In ME2 when it started to charge, but didn't actually charge, it gave you shields, which was nice.

in ME2, vanguard was even more 1 note than soldier on insanity.
charge finished cool down, CHARGE. didnt charge? DIE!
