 I could never tell.  She can enchant, and she seems somewhat emotionless, but it was never confirmed whether or not she is a tranquil.

It's a good question. She doesn't have that half-dead monotone voice that all other tranquil seem to have, so I assumed not at first. But then DA lore does state that only tranquil, and not mages, can work runes, so it's probably best to assume she is.

I guess. Until now I kinda just thought she was a mage and they fracked up the lore for game mechanics. >.<

It's hard to tell. She doesn't have a particularly expressive voice, so she could be Tranquil.

I think the actress is trying to play Tranquil. I think it's a possibility that she didn't hear how the actors were performing Tranquil in Origins when they did the recording for Awakening so she did what she thought a Tranquil would sound like.

VAs are generally given a script and put in the booth without a ton of preparation.
