. . . if most Spectres keep their identities mostly concealed and the Council are the only one's that have access to such files, why are people so "Oh! Alright." to Shepard?
In particular is the Noveria mission where they let you dock just because Joker said "We have a Spectre." They are outside of Council authority and probably not given classified files that only the Council can access. So why did they even let them dock? Can anyone just fly in saying "It's ok, I'm a Spectre!"
Just a thought to pass by.

You did notice the public ceremony granting Shepard Spectre status, yes? It was never any secret. Only some Spectres have their identity hidden.

Eh, you may be right there. Only question is still the whole "Oh yeah, we got a Spectre on board." Would have to be a very gullible station to just let them in.
That ceremony did bug me a bit itself. "Thanks, you just made it even harder to be like a 'Ghost' . . . " Granted Udina probably would have blown your cover too by parading through the Volus embasy singing about how they beat them.

You did notice they let the Normandy dock pending confirmation of Shepard's status? And that Parasini later does confirm it.Glitchfull wrote...

Spectre's aren't secret, and they are in fact supposed to be somewhat high profile. That is part of the point. Their missions and motivations may not be clear to people, but the fact that they are there carrying out the will of the Council sends a message.
