I headcanon that brass used her attachment to Shepard's name (as well as pity because she was his one time physical liaison) to move her forward.
I simply do not for a second believe she earned her promotion, especially the jump she got in between ME2 and ME3, on her own.
That is what I will chalk up to as the writers not doing research on how military promotions (or the military in general work)
As for misfits, Jack and Grunt really are the only ones who I see as being misfits. Everyone else are independent professionals who I'm uniting under one cause and one team.

Williams might have been promoted to Operations Chief if the promotions worked like the real military. Hell, I know enough people on active duty.
Don't get me going on the way they did the ranks. That was just so you'd kill off Kaidan or to make sure you'd send the VS packing to Hackett because femShep couldn't have any men. They either outranked her, cheated on her, died, or were pointy. FemShep's love had to be Liara or Samantha. This is a very sore spot and will not be forgotten. ... I guess because.... heroism.

My Shepard? Totally. Many others, totally not. A few people are cool. Like James. And Joker. And to much less extent, Kaidan. Adams knows his stuff. I disagree with their anti-Cerberus opinions, but what can you do?

It doesn't get any more naive (but Udina forced us to recruit her for some reason...). We have Jack run around in some well placed leather straps. Miranda and her catsuit. I don't think Kasumi has much experience fighting Geth, etc.
I think you're a bit too harsh here.

As I've mentioned, Liara has about the same usefulness as Ashley in my opinion. I don't need, a biotic specialist. My mission requirements are nicely filled in ME1 by Kaidan and Wrex, and in ME3 by Javik. Otherwise, I don't need a biotic specialist like Liara. Good old combat maneuvers and weapon firepower do the trick perfectly for me.
Tali's purpose in my game is to be the wench with the wrench. She's an engineer. She works on engines. That's her purpose, not the battlefied. Jack is an unstable freight train that I'm not comfortable with. I'd use her as a distraction and a rabbit to draw fire. Otherwise, despite her power level, I consider her to be rather expendable. Miranda is invaluable to me. She's not a frontline combatant, but more of a leader and independent operator for a clandestine raid or espionage work when it comes to the field. Her choice of combat attire is indeed questionable, but I have her heavy suit for when she needs it. Otherwise, I think she'll be alright. Kasumi is an infiltrator that has a particular skill in breaking and entering. She's not meant to be a forward combatant. She's much more like Miranda, and more specialized in accessing area's that aren't (to the enemy) supposed to be accessed.
I'm being perfectly justified in my critique of Ashley in my opinion. I even explained why I was being so.

Again...about those other marines on the ship that Ashley pushed out the way for her glory in the sun:whistle: (i know Anderson made her come, but still, it's stupid). we even see some of them moving the bomb on Virmire, so it's not like they didn't exist. In ME3 Liara is pretty much my only biotic specialist until I get Javik (who's personality is kinda annoying to me)
And Miranda is a Cerberus apologist who doesn't grow enough of a spine to stand up to The Illusive Man until the very end of ME2

Maybe. Seeing as she's the expert infiltrator, you'd think she got further than Miranda did. Don't even know for sure if anything ever really got that far between Miranda and Jacob tbh. If so, who cares.
