My party member had all the prerequisits to make Tier 2 Herbalism potions, however we were unable to. They did not appear in the list of Restorative potions. Tier 1 did but not Tier 2.

Most likely you don't have the recipes. you only get the basic recipes for free, you have to buy the rest. High level recipes cost quite a bit.
You need recipes for all craftable items: poisons, traps and bombs.

I think I figured it out. It appeared as though I had to assign the Herbalist function to a 'hotkey'. After I did that, it worked.
