Denerim is quite a hub of sidequests. They're not all terribly easy, but if you're looking for an xp boost, it's worth going there to do as much as you can do.
Beyond that, although the game does level with you to some extent, certain areas are noticably more difficult than others. The best treaties to do first are the mage tower and redcliffe. The DLCs (Stone Prisoner, Warden's Keep, Return to Ostagar) are also all fairly easy so they can be done ASAP too if you like. Orzammar is probably the hardest, so put that off until last.

Brecilian forest is also one of the more difficult areas.
If you manage to get in Orzammar, it has several side quests you can do there without actually starting Orzammar main quest line.
