Nope, they've jumped the shark.
Is anyone feeling the slightest bit of positivity about ME4?

Quite so, OP. ME's storytelling and cinematic presentation got better with each game, so ME4 should be a feast.
Unfortunately that presentation came at the expense of player agency and choice.
Not to mention storytelling.

Don't really care one way or the other.

Nope.
I just get the feeling that the game is being made because it has a title that will sell. It will probably be better than ME3, if that can be considered a positive, because the developers will avoid ME3s major mistakes (lack of dialogue options, LOTS OF SPECULATION ending, anime villains, fetch quests, etc.) but the game will still lack any of the soul or care that went into the first two titles.

I don't care about ME4. I have no enthusiasm for it, in fact it's not even on my radar. Bioware has a huge uphill battle to climb before I can get the least bit interested in ME4. If it's a reboot or a new trilogy that's completely unrelated to the current continuity we know of, then that would be a great step in the right direction. But if it's a prequel, then I'm not gonna want anything to do with the game.

Can I wait until we have a title and premise before feeling anything?

No.

I'm about as "positive" as I can get about a game without knowing the setting, protagonist, or even a proper title. The concept art posted a few days ago looked kinda neat. Does that count?

I'm positive that the LP of it will be funny

It'll take more than a few blurry pictures on Twitter to get me excited about ME4
This. Concrete information such as plot, characters, setting, etc. is what would pique my interest.
It is cool to see the BioWare office and the tools artists use to make the worlds though.

There was never much player agency in ME. I certainly didn't mind it.
I'd mind it in DA. But ME is not DA and has never been. ME has always, always had a story focus over role-playing.

I am fully convinced that everything in ME4 is going to suck, except for the parts that don't.

Pretty ambivalent about the whole thing. I don't really have any expectations either way, could go lessons learned or continue the descent.

Yes, slightly.
I'm growing more and more curious what it'll be about, and the fact they're free of a stagnant plot reassures me.

I'm almost 100% positive it will be a good game, maybe not a great one, but we'll have to see. We may get surprised. I'm also nearly 100% positive it will not be what I want, but again, wait and see.

I am excited, wouldn't be posting in the official Mass Effect forum if that wasn't the case.
That would be stupid, whouldn't it?

Ummm, yes I am. I will freely admit, I play these games on Casual. I don't really love shooters. I do play on Veteran or whatever on my second playthrough because well, that's basically max level Casual. I play these games for the story.
The only problem Bioware really had was the cinematics showing how many Reapers were coming. Sovereign took out a large, hastily and poorly prepared, fleet all by itself. They didn't need to show thousands of Reapers coming. If they had just shown, say 100, they wouldn't have needed to design a deus ex machina weapon to deal with them, thus no crucible, no star child, no simple three choices.
They wrote themselves into a corner with those cutscenes. Now, they may have always been planning this ending, I don't know, if so, they did drop the ball pretty hard, I am being positive in choosing the believe that they got stuck.
I enjoyed the story of ME1, and especially the music for some reason, and I have played through ME2 quite a few times as well. I haven't finished ME3 yet, but I probably will by next weekend (I got thrown by all the negativity and watched the ending on youtube instead of playing it). To me these games are more like adventure games, which I only play through for the story.
So, I will undoubtedly play ME4...will I pre order a collector's edition? Likely not, since the best weapons come from DLC and I will wait to just buy a ME4 complete like I do with almost every DLC oriented game.

I'm holding judgment I'm not excited but I do want to see what the details of ME4 would be I'm skeptical and a bit jaded after ME2 and ME3 but ME3 had so many more positives then 2 ever did its just several things that they went flat or failed completely on or how they really made my choices in one way or another not matter at all.
The suggestions being made by those on the BSN, my own wants or dislikes, and what BW is stating about small things they are on 4's track like being able to choose your species is something to look forward to but its all in the details and in the case of BW the final products delivery of those details.

Can't understand why people put ME1 and ME2 in the same league. ME2 did not have the soul ME1 had in my opinion.
ME2 and ME3 are about equal in that regard as far as I am concerned. They are both more soulless than ME1, but they are still good games.
I just don't agree that ME2 was the perfect continuation of ME1, no matter what it's defenders claim.
I hope ME4 bring back some of the positive elements from 2 and 3, as well as some of the "soul" only one game in the series contained: ME1.
