I am curious if Vivienne's teleporting dash thing is something mages can already do, or is a result of the Veil tearing..

The Cardinal Rules of Magic

You must not be under the misimpression that magic is all-powerful.
There are limits, and not even the greatest mages may overcome them.
No one, for instance, has found any means of traveling-either
over great distances or small ones-beyond putting one foot in front of
the other. The immutable nature of the physical world prevents this. So
no, you may not simply pop over to Minrathous
to borrow a cup of sugar, nor may you magic the essay you "forgot" in
the apprentice dormitory to your desk. You will simply have to be
prepared.
Similarly, even when you send your mind into the Fade, your body remains behind. Only once has this barrier been overcome, and reputedly the spell required two-thirds of the lyrium in the Tevinter Imperium as well as the lifeblood of several hundred slaves. The results were utterly disastrous.
Finally, life is finite. A truly great healer may bring someone
back from the very precipice of death, when breath and heartbeat have
ceased but the spirit still clings to life. But once the spirit has fled
the body, it cannot be recalled. That is no failing of your skills or
power, it is simple reality.
--From The Lectures of First Enchanter Wenselus.

I'd say it's a result of the veil tear.

Nah, Gaider said in the DAII threads, when the mages in DAII did the same thing, that it's really just a Mage managing to move from A to B really ****ing fast.

Like Sonic.

As for the teleporting, I guess Vivienne or perhaps even the PC can quickly sidestep in and out of the Fade, creating a teleport like effect. But still, it makes me wonder how in the world enemy mages could do it in DA2.

However, Wenselus was wrong about the Fade thing and leaving your body behind part. He might not have encountered a Somniari in his lifetime, because they seem to be the exception to this rule. Dreamers can enter the Fade physically at will. Or perhaps this codex entry was simply created before the Dreamer concept was fully developed.

Pretty much. I don't necessarily think it's a good explanation, nor a good thing to put in a game with the Cardinal Rules mentioned above because then why the hell aren't mages utilizing that more often?

Utilizing the teleporting method more often?

not teleporting, just the "A to B, gotta go fast" thing. They could avoid Templars a lot easier that way. In fact... a lot of things could be done with it.

But I am thinking that lorewise, outside of the gameplay, that level of speed requires a hell of a lot control, and my bet is that you cannot maintain such a speed for very long. Also, it might be that many mages have never tried to experiment in that type of magic.

To the control aspect, maybe. I'm reminded of Sloth the Indolent and how he couldn't control it. But the mages in DAII managed to control it just fine.

To the time aspect: perhaps, but it'd still be useful nonetheless. Even a few feet's distance could give you the edge in combat.

To the last one: That's a good point. I could buy it being some sort of more powerful and tricky spell to master.
