No. Shepard was Mass effect, without Shepard it's just another B movie.
It is clear from the explanation that Greetsme meant "YES, it will not be the same anymore."
However what people answer will be wildly open to their own interpretation of your question.
Personally I am completely convinced that stories can be told in the Mass Effect universe without Shepard and still feel like Mass Effect. Will it be exactly the same? Of course not, it wouldn't be exactly the same with Shepard either. I don't even consider Shepard a particularly important part of the lore.

No. I wouldn't miss Shepard. He was not a real, fleshed out, well established and written character anyway, but only a devise which served as a probe or avatar for the player to experience the story and lore. I could never feel any level of attachment to him or her.
I'd prefer a new character fot the next game... an actual character.
