Jack's progressive neural degeneration

As you all probably remember, the description of the "Biotic Boost" upgrade for Jack in ME2 indicates that she is suffering from "progressive neural degeneration" even though her biotics are getting stronger. I've tried to find more information on this, and I've heard she mentions it at some point if romanced, but I've yet to find it on YouTube if that's true.

So I'm wondering two things:

(1) For those of you better versed in the lore about biotics than I am, does this mean that giving her the "Biotic Boost" upgrade will: (a) stop the degeneration; (B) accelerate the degeneration; or © make no difference?

(2) Is there any difference in the ME3 dialogue or ending slides depending on whether or not you give her the boost?

2: No difference whatsoever.

In Jack's case, yes, the scans were confused and she's actually stronger from all of this.

It's possibly a sign that humans may progressively adapt to biotics to the point of it becoming natural to us all. I want mah Warp Ammo for Soldiers!

Jack is fine. In fact, the balance she reaches in ME3 is healthy and keeps her strong.

"Jack's vital signs show progressive neural degeneration, which would normally decrease her potential ability to generate mass effect fields. Instead, her ability appears to be increasing. Replacing the power module in her bio-amp with a higher-capacity prototype module would dramatically increase the strength of Jack's biotics."

Degeneration couldn't possibly contribute towards making her stronger since it entails the destruction of neural structures and the death of neurons. The only other possibility is that the scans are confusing the increased count of neurons for neural degeneration, since neuron count does not normally increase and isn't something the scans should have been built to detect.
