Hmm, from what I have read so far it seems to be out with the old system and in with the new....but that being said we really can't support this until we have some notion of what the improvements will be and if the majority will agree to them. It is all very well and good to wish to provide better resources but I feel myself that it is even better to show us the actual intentions, instead of just stating them.
We have to remember that as a whole the community still has both fond and un-fond memories of Bioware, some being more recent than others, so that will sway public opinion, If not handled correctly there will be a case of "Oh this is just like the ending all over again" where some feel they were promised something and will receive another, less impressive, or helpful, or fun version which will end up being what is the norm and will leave some people in a state where they will leave.
Personally my recommendations would be as follows;
1) Get rid of the awful need to have DA:O to change your avatar. It's pointless.
If you are worried about having younger audiences seeing bad images on the internet you can either set an age gate for the avatar so only those with a set age can see it if it has a setting to be only displayed to a certain age and above, or you can assume that everyone who buys your game is of age, which is what you're games are currently set to anyway.
2) Please use polls to do more market research.
If polls are going to be changed maybe have a poll system used buy only devs or community managers to get customer feedback from the direct fans as honestly I myself am sick of seeing twitter updates cropping up asking for feedback. You can barely get anything into a Tweet, that is not good for solid feedback, do not use it as your primary source for gaining feedback as no-one can do a decent analysis with that method.
Using polls, comments without a restricted character count, or a forum thread, would be a much better idea for gaining customer feedback. So if polls will be changed please make a separate community and messages/feedback section to be used by devs/com-managers as one will not drown out the other.
3) Alerts.
If there is a community event or need for customer feedback, please don't rely on the grapevine, a simple message much like the one that drew us all here would be much more appreciative, especially as due to time zones and a persona's work/schooling schedule they may miss a time where feedback is looked at at any given time.
4) Appoint thread officers.
As we have seen with the Groups self policing is very effective, it frees up time for the mods already running the community as a whole and the people know those who are policing them. If there is a group problem you can ask these officers and you can get to the source of it pretty easily and vice versa if there is a problem.
5) More Mods.
This is a serious issue as I know that the mods are extremely busy most of the time dealing with everyone's stuff, so more will be needed as the community grows.
Also have the mods be available and at a professional standard. If they are a mod they should not be starting flame wars or antagonising those they wish to represent, even if it is in jest they should require some level of professionalism.
I think they're five decent points, probably have been said before but the more people saying it means more support for the idea.
Also sorry for the text wall, it's been years since I have actually been on the forum as a whole, dabbling here and there, sticking to my Group for the most part.
