Didn't know whether to post this hee, or in the other one, but this one seems more active, so here goes:

Who outfits biotics with implants? Do the recipiants have to pay for them or are they subsidized by the government? I ask because if shepard is an orphan on Earth and biotic, who cared enough to implant them? According to the timeline, Shepard is 4 years too old to have the L3's (it's mentioned that most are 25 or younger), where did a poor, homeless orphan get access to the most advanced (at the time) biotic interface?

Where did a poor, homeless orphan get access? Theft. Probably did a job for someone and stole a L3 chip, then made some money selling red sand, and got a doc to implant it.

this is fairly close to the fanfic I'm (shamefully ) writing. and by fairly close, I mean get out of my head...NOW

but the only problem is that without an implant 1) a human biotic can't really do anything and 2) Kaidan implies that they'll in fact injure themselves. I don't know if 2 is due to lack of implant AND training, implant OR training or both, however.

*shrugs* There could have been a government/alliance sponsored progam to gave biotic people implants when they first started becoming a thing for humans. Thanks Obama?

As for hurting themselves, like I said..  My Shepard does mostly parlor tricks with biotics. He has no idea what his potential is. He's still just a violent kid, in the traditional sense. That's how he really kicks people's asses in these early years. Guns. I'm a Vanguard btw.

lol. the story i'm writing involves a vanguard, but it's not shep. either way, i can see where you're coming from. unfortunately for Robert (yea, THAT Robert), he's a bit more accident prone than Shepard.

I don't think the powers that be are so benevolent. They're trying to track all of these biotics down and register them. Kaidan mentions some of this about governments showing up at people's doorsteps and taking kids away.  The codex also mentions some efforts at this.

Shep went under the radar.. probably thanks to the Reds. I think he's similar to Jack, where gangs kept her around as "their ace in the hole". It's kind of similar to the X-Men stories, where mutants were getting forced to register and such.

I actually just caught something in the timeline

"2168 CE:Kaidan Alenko accidentally kills Commander Vyrnnus after being provoked. The diplomatic fallout with the turians results in BAaT being shut down a year later.

Shepard receives secondary exposure to element zero. Permanent biotic inclination manifests." So they didn't manifest until 14. L3 implants were developed 2 years later.

"2171 CE
Shepard is officially detected as a biotic and fitted with L3 implants."
Detected implies government job to me. No one said the goals had to be entirly benevolent.

Shepard ether could have gotten the implant from money made in his gang days or it could have been under an alliance education&enlistment scheme.

True enough. I tend to actually take your version, only shep doesn't so much get pressed into service as just implanted, registered and let out to rethink her goals in life.

this is the first time i've ever really thought about EB Shep in the biotic timeline. My Shep's tend to be Spacer, and the one EB I did have was an engineer turned infiltrator by 2.

I'd say the gang implanted/coerced a surgeon to implant Shepard with (possibly) stolen amps since biotics are a considerable asset which I don't think the gang would want to waste.

And this is why Shepard is tracked to the Citadel in ME1 by that gang if Shepard is an adept. Hey, come on BW. Deeper back story.
