Who outfits biotics with implants? Do the recipiants have to pay for them or are they subsidized by the government? I ask because if shepard is an orphan on Earth and biotic, who cared enough to implant them? According to the timeline, Shepard is 4 years too old to have the L3's (it's mentioned that most are 25 or younger), where did a poor, homeless orphan get access to the most advanced (at the time) biotic interface?

this is fairly close to the fanfic I'm (shamefully
but the only problem is that without an implant 1) a human biotic can't really do anything and 2) Kaidan implies that they'll in fact injure themselves. I don't know if 2 is due to lack of implant AND training, implant OR training or both, however.

As for hurting themselves, like I said.. My Shepard does mostly parlor tricks with biotics. He has no idea what his potential is. He's still just a violent kid, in the traditional sense. That's how he really kicks people's asses in these early years. Guns. I'm a Vanguard btw.

I don't think the powers that be are so benevolent. They're trying to track all of these biotics down and register them. Kaidan mentions some of this about governments showing up at people's doorsteps and taking kids away. The codex also mentions some efforts at this.
2158: Humans learn the potential of biotics.
An international effort to track element zero exposures begins.
Shep went under the radar.. probably thanks to the Reds. I think he's similar to Jack, where gangs kept her around as "their ace in the hole". It's kind of similar to the X-Men stories, where mutants were getting forced to register and such.

lol. the story i'm writing involves a vanguard, but it's not shep. either way, i can see where you're coming from. unfortunately for Robert (yea, THAT Robert), he's a bit more accident prone than Shepard.

Detected implies government job to me. No one said the goals had to be entirly benevolent.

"Officially detected" is the same year when Shepard joined the Alliance. I think he was 18 by then or something.
I like to think he finally got busted.. Maybe on a big heist or something, and maybe impressed everyone with the chase he put them all through. Something cool like that. And since he was biotic, they gave him an ultimatum to sign up. Mutually beneficial deal. Hell, maybe it was Anderson himself who first took him down. I like to think that too. Gives more meaning to the whole "You did good son" spiel at the end of ME3.

In any case, we can make up whatever we want. I'd actually like to play through a canonized, early life of Shepard, but it's just as appealing to fill in the blanks ourselves. All we know about Earthborn is he was an orphan, in the Reds, and then left to find a better life.

And this is why Shepard is tracked to the Citadel in ME1 by that gang if Shepard is an adept. Hey, come on BW. Deeper back story.
