When a pack says "at least one uncommon or better" or "at least one rare or better" what happens if I have maxed out all the commons? Does that mean I still only get one uncommon and the rest of the slots get taken up by consumables?

Recruit packs will always generate common character cards. Uncommons will default to consumables if there are no more uncommons left. Rares well when you get to that point welcome to the world of level IV Cryo ammo

I love my Cryo Ammo IV....
But yes once you run out of uncommons, rares and ultra rares you will only get consumables at each of those levels (though note there are not ultra rare consumables).
