Like the Geth Trooper - 
Hunter Mode bonuses but loses shields in the process
Fortification provides DR and power damage boost.
Flamer benefits from both Hunter Mode and Fortification.

On the other hand - the Turian Soldier has poor synergy, imo.  Proxy mine and Marksman don't really play well together.  For every encounter, you have to choose one or the other.  I'm not even sure proxy mine is worth taking on him.  Is the 20% debuff more beneficial than the ridiculous marksman bonuses?  I thought about only using PM on bosses but meh.

GI, GI, and GI. I'm not kidding PM debuff stacks. A team of three GIs can wreck like no other on any map.

Other than that I would say 3 Mercs on a nade plentiful map is an enemies worst nightmare.

I'd say so because of the nature of his powers. Sure, Marksman gives you accuracy/RoF/damage bonuses but Proxy Mine stops a group of lolgoons charging you, makes a Phantom bubble up, on top of the debuff. You can use CS to stagger a single enemy but when you have several closing in, Proxy Mine is great to stop the crowd so you can line them all up. It's also great to use prior to Marksman on bosses so those shots count more.
