This is a video from Extra Credits on YouTube. It explains the Collectible Game, which is the system the ME3 MP RNG store follows. Make sure you watch parts 1 and 2. Enjoy!
TL;DR
So in a way the RNG system is designed to encourage the player to try different kits and make the process fun and engaging. If the singular goal is to collect ALL THE THINGS, then yeah you are going to be disappointed and trapped.
I will forever wonder what the % is for UR and if it changes based on player behavior...
Wanna know why the RNG store is the way it is? See link

The RNG store is the way it is to encourage people to spend their real money to get things that they do not have time to get and it is a successful business model.
By that I mean it works. EA got money for doing basically nothing.
