Should I play as a Dalish Elf or a City Elf?
What origin story should I play as?

The city elf origin, IMHO, is the better origin story of the two; especially if you play a female character. (The city elf origin is the only one that has differences depending on whether you play a female or a male character).
Though I don't mean to talk down the Dalish origin either, it has it's appeal too.

Play both origin stories. They're short. Then only continue on through the rest of the game with whichever you prefer.

As Mike Smith pointed out, that's just the default cannon. Meaning that if you don't import a a game, it will be assumed that the warden in DA:O was a dalish elf. If you DO import a game, then the cannon will be whatever origin you chose to play with.

Yeah I find the city elf story to be more emotional the first time through but the dalish elf is more outdoorsy.

Dalish elf origin is probably the most unique, because you get to play through the game facing interesting prejudice and get a chance to see first hand why.

The Dalish origin has a very emotional meeting later in game as well as some snappy dialogue in the Witch Hunt DLC.
The City elf origin is better as a woman. It's an origin that rewards being played, it is a very rolepay friendly origin in that regard.

The City Elf origin is my favorite, canon, and most played origin. The Dalish Elf origin is my least favorite.
But do get around to playing every origin, they're all fun

Dalish has an emotional scene later in the game. City elf has a lot of impact in it's origin--especially when played as a female.
City elf is my second favorite (I really love the Cousland family, it's my fave because of them, but I really like the CE origin story). It has a lot more impact as a female, but I did play a male through at least the origin to see what it was like.
As Secretlyapotato mentions, you should play all of them, at least through their opening story. There is an achievement for each one completed up to the end of their origin, and they are all fun.
