Banshees can they still be a top boss ?

Except for the phantom(boss or special ops troop ) the other bosses just seem to be more of a pesky problem . The collector bosses would give the banshee a run but they seem easier to out flank once a banshee focuses on you she is hard to get rid of when you really need her off your tail .
These are just a few thoughts on why the Banshee may be queen/king still .

Lucky cannibal grenades and marauder shield's habit of two-piecing me with the peoples elbow and phaston XXXIX get me occasionally, but most of my deaths are due to the banshee tele-frag and undodgeable warp balls.
Of course, I play off-host 99% of the time, shes a lot easier to deal with on host. A lot.

Also I rely on sound as they move (teleport) around to avoid them. I can't afford to play without sounds when I play against Reapers because LoLBansheeWallHackTeleport and sync kills you "by surprise". We've ALL been sync-killed by Banshees at least once because they teleported through a layer of wall or cover that she'd would have avoided via "normal pathing". I can play without sounds and just listen to music against all other factions (Phantom can be a risk but I usually manage, and yes I consider the Phantom a "boss" unit).
I'd say the Scion is pretty close but that's mostly because Collectors in general are just buggy at times, and the Scion has super elite pro aiming from a million miles away. The Ravager can be nasty too but at least they're squishy, spot them first, shoot them first and you'll be fine. The Brute... he's easy, just don't get near. The Praetorian is easy to manipulate if you memorize its fighting pattern, get close and it drops to the ground to fire its beam, get away and he hovers again to pursue (similar to Banshees), the beam firing is predictable with never more than 3 shots. Also, it's always firing the beam AFTER the seeking missiles too... so overall it's predictable, only thing is it moves fast (about as fast as Banshee teleportation I believe) so keep moving but suddenly get close to stop its pursuit to force it down to the ground and repeat the process.
The Prime can be dangerous too but mostly because how it can place its freaking Geth Turret about anywhere including behind your cover, and its combat drone is very annoying (but at least very easy to destroy), but the Prime can't sync-kill. Heck, with the Geth I find the Geth Bombers and Pyros more dangerous (Bombers just force you to move or kill them on sight), with Primes you can leave them be and move to the other side of the map to get rid of the mooks and decrease the enemy's Wave resources.
And to conclude, when I do not host (which is very rare) I never play the Vanguard against Reapers, just a tiny bit of lag and I'm guaranteed to get sync-killed by a Banshee even if I Charge while she shots her biotic ball at me (on host that never happens). Additionally, I've noticed that dual Banshees (for example during objectives) is the best test for most players as most of the time they'll panic and take out their rocket launcher to kill them both immediately. Yeah, Banshee for me is at the top of the list.

Primes are much, much easier, and so Geth in general.

Depends on the circumstances. If I'm carrying a pizza and I have to pass two Primes, yeah, they'll get a rocket every time; Banshees might, but it depends on the circumstances (how much space I have to pass them, other enemies in the same space obstructing mobility, faith in teammates to complete the objective if I happen to get synced, etc). Conversely, if I'm in a hack circle or trying to complete devices, I'll nuke a pair of Banshees or Praetorians just about every time, but leave Primes or Atlases alone if they're at a reasonable distance since they advance so much more slowly.

I can't remember the last time I came out a game against Geth with any rockets leftover

How I rank enemy difficulty from highest to lowest:
Platinum: Collector > Cerberus > Reaper > Geth
Gold: Collector > Cerberus = Reaper > Geth
Silver: Geth > Collector > Cerberus > Reapers
Bronze: Geth > Collector > Cerberus = Reaper
Possessed praetorian takes the cake for me. Then comes banshee, geth primes, and atlases. Geth primes over atlases only because of the drones, which tend to spawn behind me and stagger me outa cover.
The geth have the strongest foot soldiers of the factions, in my opinion. So the lower the difficlty, the more powerful geth are relative to other factions. Collectors have the strongest bosses, so the higher the difficulty, the more dangerous I rank them.
Cerberus has the most group synergy on mini bosses, the reapers have the greatest synergy on their big bosses. That said, their mobs aren't so dangerous alone. It's easy enough to kill a banshee by itself, or a phantom, but they're a pain in the tuchas when they have backup.
To be clear, I rank bosses as high defense and offense, sub boss as flimsy with high damage (or some other fatal flaw), and foot soldiers as flimsy with low to moderate damage.

You've never run into a room and been elbowed in the back of the head by a Banshee you didn't see on the other side of the door.
On topic, I think the difficulty of a Banshee vs. a Prime or other boss is based on whatever you're playing. With biotics, Reapers in general are all a joke, as are Geth vs. tech specialists. To me, Banshees can't be the top bosses because you can dictate their moves based on what you do. If you want them to stop, hit them with a bunch of damage at once; a BE/FE/CE or forceful enough power does the job.
Geth Primes aren't more difficult to kill but they are definitely more annoying. They have their toys and their siege pulse which will kill you where you stand because stunlock. And everyone knows once you die vs. Geth, you might as well bleed out because you ain't gettin' up without burning several gels, even without a sync kill unit.
