To unlock the Collector Ship mission, after Horizon you need the following:
1) Minimum 8 squadmates
2) 5 mission complete screens. Sidequests do not give you mission complete screens.
After Horizon, your plan calls for 4 missions (Miranda loyalty, then recruit 3 people). So it will work.

1) LotSB and Arrival - When do you think it's the best time to complete these DLCs based purely on roleplaying reasons?
When I finished my 1st playthrough, LotSB was released and Arrival wasn't. So I ended up doing LotSB before the Suicide Mission because Liara was my love interest, I didn't know if my crew was going to survive, and I had no idea of the outcome of the mission (like if the Normandy would be intact).
2) ME2 save to ME3 - I read that if I don't change my class when I import the save, my powers' selection will be similar to ME2's. Does this apply to my squadmates as well?
3) ME2 save to ME3 - What are the requirements to acquire 100 War Assets instead of 25 with a ME2 save? Is this a huge difference or is it similar to the Rich Achievement from ME1 (Gives you +100k credits for ME2)?
Please, try your best to not post spoilers from Mass Effect 3.

2) You should probably reset your powers to zero before making your import save. Your squad mate's powers do not carry over.
3) Not sure what you mean by this. I wouldn't worry about it. It is nothing like having a "rich" character. All characters, import and non-import start with 0 credits. You are given a few after your first mission. Then you should go planet scanning to find more. Plus run quests, of course.

I'm close to the end of ME2 and I decided to post some new questions.

1) Arrival seems it has to be done right away. I mean, a human a batarian prison? They are not going to last long. Also, there's the whole "reapers are coming" thing, although you could say it's just speculative, not concrete, despite whatever Hackett says.
You can see Lair two says: One as Shepard's loyalty mission (he/she might be worried he/she will never see Liara again after the Collector Base, so he'd want to get it out of the way), which makes it of equal priority/timing as the other Loyalty Missions. On the other hand, you could also put it after the collector base, as it's not particularly urgent. (Yes, the Shadow Broker could move, but what are the odds of that happening?)
2) I believe your squadmates all start reset.
3) At least some people think it's 100k of each resource before the Collector Base mission (http://www.gamefaqs....fect-3/65503803), but I don't know if it's that's correct.

1) I prefer playing Lair of the Shadow Broker soon after Horizon/Collector Ship mission. I usually try to unlock the Collector Ship mission as soon as possible after Horizon--by completing easy side missions; no loyalty or recruitment missions--so I can get my bonus weapon as early as possible so I can use it for as long as possible.
Lair of the Shadow Broker is important to me since it allows me to respec some of my squadmates out of their lame bonus power.
I should also note that while I like to play LotSB before the Suicide Mission, I prefer to invite Liara up to my cabin after the Suicide Mission since she will comment on it.
As for Arrival, complete it whenever. The end scene is different depending on whether you complete it before or after the Suicide Mission. It is probably a little easier to complete if you play it before reaching level 30. (Enemies scale with Shepard's level so they are at their strongest at level 30).
2) Squadmate's power always reset when you start a new game in ME3. Strongly recommend that you reset Shepard's powers before importing though, so you can put points into the powers and evolutions you want right away.
3) No idea.
