Consumables are only applied if you hit the target with the sticky, use whatever you like.

I tend to use it on adepts as a backup weapon and use warp ammo.

For bosses you'll want something else than the Scorpion.

For the ammo to use, it depends on the kit you're playing. But armor piercing and drill rounds are totally wasted on the scorpion since it can't pierce.
A very fun way to use this gun is with cryo ammo and the paladin sentinel against geths. Shoot at the feet of a group of pyros / hunters / rocket troopers, incinerate, drain. They're all dead.
It's otherwise a good "anti-phantom" weapon.

Assuming highest level ammo:
Drill: +30% against armor and health
Incendiary: +50% against armor and health
AP: +50% against armor and health
Disruptor: +25% against health, +100% against shields and barriers
Phasic: +15% against health, +150% against shields and barriers
Warp: +60% against armor and health, +120% against barriers
Explosive: +30% (2.5m AOE) against everything, up to a maximum of 250 points (Scorpion won't hit the limit)
For pure damage Warp is superior to Drill and AP, but it's understandable if you want to reserve it for biotic kits.

On topic: I'd go with the extended or heavy barrel. Beyond that, it depends on what you're playing. If you're a power-centric kit, grab the power amplifier. If you're weapons spec, I'd grab the improved clip. If you're using two weapons on an adept, perhaps use ultra light materials.
If you're on host, aim at the mob. Off host, aim at their feet or the wall next to them. If the mine sticks to a mook, you're more likely to hit a second mook. If you miss, though, you'll hit nothing - that's why I'd aim for the floor or wall off host. Easier to ensure someone gets hit.

It will prime for explosion on a direct hit to the body. The ammo will explode slightly before the shot itself detonates, staggering the target (if a mook). It will stagger through shields. Good points, but from my experience, it's always best to target both the mob and the floor/walls. It gives you better CC as the shots will go off at different times, it benefits from your ammo, and it's also a bit more forgiving in case you miss. Leave out direct hits only if the lag is truly horrible.

It's also worth using on kits with a rate of fire boost. Be sure to equip the ext mag though.

Scorpion was one of the most useful guns in the game, only lost some ground when Acolyte was introduced. You can almost always afford to bring it along as a backup since it is light, and if you really need the weight you can often get away with ULM plus the standard barrel.
