Within the tactic screen there is an option to 'Jump to tactic'. When I open it, all I get are a few tactics (usually the bottom ones) and they all are set to 'Wait'. What does this mean?

'Jump to:' is available only for the slots below the current, as the above ones are already checked by the time it reaches that particular slot.
'Wait' makes the character do exactly that - 'wait' without doing anything as long as the condition trigerring the wait command is satisfied and any tactic above it isn't.

Tactics starts at the top choice and then progresses down the list until the first criterion is met, unless none are in which case the character just autoattacks. This option lets you skip some.
For example, if you have a character with both melee and ranged abilities, you might set #1 to no enemies nearby --> skip to 8, then 2-7 are melee skills and 8 onwards ranged.

On the on-screen tips, it mentions something about having all party members attack the same enemy that you are attacking. Where is that in the tactics menu?
